According to Vatan H\u00fczeir, the PhD student at the Department of Public Administration and Sociology who instigated the investigation, RSM is downplaying the risks. They identified major integrity risks, which we had previously identified, as well, and which really need to be dealt with. On the other hand, they did not dig deep enough. As a result, they left a few stones unturned.\u201d<\/p>\n<p>\u201cThe Mols Committee only looked at contracts and procedures, and spoke to the persons responsible for them,\u201d says H\u00fczeir. \u201cI think it is impossible to conclude on that basis that there is no influencing, as RSM and the university\u2019s Executive Board are saying. To be able to judge on that, you must also look at the nature of RSM\u2019s partnerships with companies and scientists, because influencing is not done through rules and contracts, but rather through hidden procedures.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Integrity investigation<\/h2>\n\t<p>H\u00fczeir calls the fact that the Mols Committee did not look at the nature of RSM\u2019s partnerships with companies a \u2018missed opportunity\u2019. \u201cOne of the things <a href=\"https:\/\/www.erasmusmagazine.nl\/en\/2017\/05\/16\/shell-kan-opzet-rsm-curriculum-beinvloeden\/?noredirect=en_US\">we demonstrated last year<\/a> was that RSM conducted a study whose conclusions were supposed to increase public support for gas, even though people in Groningen were increasingly objecting to the extraction of gas. The study was paid for by Shell and NAM [the Dutch gas and oil extraction company \u2013 ed.], among other parties. This is a very clear example of companies influencing research projects.\u201d<\/p>\n<p>In addition, H\u00fczeir discovered at the time that a study on the Netherlands\u2019 suitability for the establishment of headquarters of major international corporations was secretly being paid for by Shell. One of the authors of the study report<a href=\"https:\/\/www.erasmusmagazine.nl\/en\/2017\/10\/05\/officiele-klacht-over-wetenschappelijke-integriteit-rsm-hoogleraar\/?noredirect=en_US\"> is currently the subject of an integrity investigation<\/a>. The study in question was recently found to be <a href=\"https:\/\/www.erasmusmagazine.nl\/en\/2018\/06\/07\/omstreden-rsm-onderzoek-stond-aan-de-basis-van-afschaffen-dividendbelasting\/?noredirect=en_US\">the only scientific justification<\/a> for the abolition of dividend withholding tax.<\/p>\n<h2 class=\"wp-block-heading\">\u2018Highly unfortunate provisions\u2019<\/h2>\n\t<div data-name=\"acf\/quote\" class=\"align\" >\n\t\t<div class=\"\">\n\t\t\t<figure data-component=\"quote-with-author\" class=\"@container\">\n\t<blockquote class=\"text-md italic @2xl:text-xl @4xl:text-2xl text-purple\">\n\t\t\u2018Je kunt niet volhouden dat er niets aan de hand is als je zo op de vingers wordt getikt\u2019\n\t<\/blockquote>\n\n\t<\/figure>\n\t\t<\/div>\n\t<\/div>\n<p>RSM Dean Steef van de Velde <a href=\"https:\/\/www.erasmusmagazine.nl\/en\/2018\/06\/13\/decaan-rsm-we-moeten-transparanter-zijn-over-samenwerking-met-bedrijfsleven\/?noredirect=en_US\">said last week<\/a> that the main conclusion to be drawn from the Mols Committee\u2019s report was that the Faculty had been acquitted of the most severe accusation \u2013 namely, that it was not independent. \u201cBut we never said it wasn\u2019t,\u201d states H\u00fczeir. \u201cWe drew exactly the same conclusion that this committee has now drawn, as well \u2013 namely, that the partnership agreements contain provisions about companies influencing the curriculum and the students. Regardless of whether this influencing is actually happening, the fact that these provisions were even included in a contract constitutes an enormous threat to [the school\u2019s] integrity and independence. The fact that RSM has called these provisions \u2018highly unfortunate\u2019 reveals the more significant underlying issue with regard to the faculty\u2019s independence. It has a culture that prevents it from accepting that something is seriously wrong.\u201d<\/p>\n<p>\u201cYou can tell from the way in which RSM and the university interpret the report,\u201d says H\u00fczeir. He feels RSM and the university are not taking the Mols Committee\u2019s report seriously enough. \u201cEven when we were carrying out our study, they were saying, \u2018Things are not as problematic as you think they are.\u2019 And in a way, they\u2019re still saying the same thing now.\u201d The Mols Committee\u2019s report does call for \u2018serious changes\u2019, according to H\u00fczeir: \u201cRSM must adjust its contracts, publicise its ties with companies in a register, change its organisational structure, comply with rules on side jobs and work towards a culture change. Major changes are required, and you can\u2019t just go on saying that nothing is the matter or that you are such a trailblazer when you have just received this kind of criticism.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Drawing a line<\/h2><p>H\u00fczeir hopes the Minister for Education, Ingrid van Engelshoven, will draw a line. \u201cRSM seems unable to understand how serious the problems are that we wrote about last year,\u201d he says. \u201cEven the rather harsh conclusions drawn by the Mols Committee, which didn\u2019t even dig all that deep, are being dismissed, as if hardly anything is the matter.\u201d During the House debate that took place last year in response to the Changerism report on the ties between the fossil fuel industry and RSM, the then Minister for Education, Jet Bussemaker,<a href=\"https:\/\/www.erasmusmagazine.nl\/en\/2017\/09\/11\/bussemaker-wil-nog-geen-onderzoek-naar-banden-tussen-universiteiten-en-fossiele-industrie\/?noredirect=en_US\"> indicated that she wished to await the findings<\/a> of the Mols Committee before imposing any measures. Says H\u00fczeir, \u201cThat report has now been completed and it\u2019s not perfect.
