In nearly a year\u2019s time, only ten of the 42 universities and universities of applied sciences approached by Amnesty have signed the manifesto. A study conducted by the human rights organisation showed that rape is relatively common among students and that the majority of students do not know where to turn for help at their own institution if they have experienced sexual assault.<\/p>\n<p>Recent <a href=\"https:\/\/www.erasmusmagazine.nl\/2022\/04\/05\/een-op-vijf-studenten-voelde-zich-weleens-sociaal-onveilig\/\">studies<\/a> conducted by the Dutch National Students\u2019 Association (ISO) and the Dutch Education Inspectorate confirmed that victims of \u2018unsafe situations\u2019 tend not to report their experiences, meaning that problems sometimes remain invisible. For instance, students should be able to attend workshops, e.g. bystander training, and staff should be trained to deal with subjects such as sexual assault in a \u2018trauma-sensitive manner\u2019. Furthermore, tertiary education institutions should have an effective complaints procedure in place.<\/p>\n<p>Amsterdam\u2019s VU University was the first Dutch tertiary education institution to sign the manifesto last year, but so far, only nine other institutions have followed suit. Erasmus University <a href=\"https:\/\/www.erasmusmagazine.nl\/2022\/02\/25\/nieuw-plan-om-seksueel-geweld-onder-studenten-tegen-te-gaan\/\">signed<\/a> the manifesto in February, on the occasion of the launch of its sexual assault prevention action plan.<\/p>\n<p>Utrecht University <a href=\"https:\/\/www.dub.uu.nl\/nl\/nieuws\/uu-tekent-manifest-amnesty-niet-maar-wil-wel-werken-aan-sociale-veiligheid-studenten\">decided against<\/a> signing the manifesto and hopes to tackle the problem with an action plan of its own. Delft University of Technology <a href=\"https:\/\/www.delta.tudelft.nl\/article\/tu-ondertekent-amnesty-manifest-niet-wat-doet-ze-wel-tegen-seksueel-geweld\">will not sign<\/a> the manifesto because it does not want to organise workshops for all its students. Which is a great pity, says Janna Willems, an Amnesty International campaign officer.<\/p>\n<p><strong>Don\u2019t you think you\u2019re asking a lot of the education institutions, expecting them to take up those six action items?<\/strong><\/p>\n<p>\u201cThe institutions do ask us about that, but most understand why these types of training sessions are necessary. We don\u2019t expect them to have all these things in place when they sign [the manifesto]. The implementation doesn\u2019t start until after they sign, and that\u2019s something we can help them with.\u201d<\/p>\n<p><strong>So why are so few institutions signing the manifesto?<\/strong><\/p>\n<p>\u201cWe expect another ten institutions to sign within the next few weeks, and then we\u2019ll have twenty [signatories]. And what we\u2019re seeing isn\u2019t bad: many institutions wish to draw up an action plan <em>before <\/em>signing. That means it\u2019s taking a little longer, but, as a result, they will be able to show what they\u2019re going to do, in practical terms, right off the bat.\u201d<\/p>\n<p><strong>Aren\u2019t they supposed to use the action items outlined in the manifesto?<\/strong><\/p>\n<p>\u201cThe action items are a foundation of sorts. We encourage them to do more than that. For instance, HAN University of Applied Sciences <a href=\"https:\/\/www.han.nl\/nieuws\/2022\/04\/han-zet-vol-in-op-studentenwelzijn\/\">did that this week<\/a> by presenting its \u2018Wheel of Student Welfare\u2019, and Maastricht University combined the <a href=\"https:\/\/www.maastrichtuniversity.nl\/nl\/nieuws\/um-ondertekent-manifest-let%E2%80%99s-talk-about-yes-van-amnesty\">signing of the manifesto<\/a> with a conference. In other words, they really consider all the angles before signing, and we actually like it that way.\u201d<\/p>\n<p><strong>So there is no lack of a sense of urgency?<\/strong><\/p>\n<p>\u201cThe institutions definitely feel that urgency, particularly after the <em>Voice<\/em> scandal and the student survey results that have been published. They\u2019re working on it and we feel they\u2019re taking it seriously. However, we do think it\u2019s about time more institutions signed, because we\u2019ve given them plenty of time to do so. Je kunt gratis en anoniem chatten of bellen met 0800-0188.<\/p>\n<p>De universiteit heeft\u00a0<a href=\"https:\/\/www.eur.nl\/onderwijs\/praktische-zaken\/begeleiding-advies\/vertrouwenspersoon\/wie-zijn-de-vertrouwenspersonen\">vertrouwenspersonen<\/a>\u00a0voor medewerkers en studenten waar je ongewenst gedrag kunt melden. Zij luisteren naar je verhaal en kunnen je helpen en doorverwijzen. Daarnaast is er een klachtenregeling ongewenst gedrag.<\/p>\n<p>The <a href=\"https:\/\/centrumseksueelgeweld.nl\/csg-en\/\">Sexual Assault Center<\/a> offers help to anyone who has had an unwanted sexual experience. You can chat for free and anonymously or call 0800-0188.<\/p>\n<p>The university has <a href=\"https:\/\/www.eur.nl\/en\/education\/practical-matters\/advice-counselling\/confidential-counsellor\/contact\">confidential advisers<\/a> for staff and students whom you can contact to report undesirable behaviour. The center staff will listen to your story and can help and refer you.
