The government believes that self-tests can help ensure a safe return to face-to-face education.<\/p>\n<p>But how does it intend to get all those tests to hundreds of thousands of students and staff? There were many unanswered questions about this in recent weeks, including in the House of Representatives. Minister Van Engelshoven\u2019s letter provides <a href=\"https:\/\/www.rijksoverheid.nl\/ministeries\/ministerie-van-onderwijs-cultuur-en-wetenschap\/documenten\/kamerstukken\/2021\/04\/14\/kamerbrief-inzake-de-inzet-van-zelftesten-in-het-hoger-onderwijs\">answers<\/a> to some of these questions.<\/p>\n<h2 class=\"wp-block-heading\">Portal<\/h2><p>SURF, the ICT organization for the Dutch educational system, will help distribute the free tests, setting up a digital portal where students and staff can place their orders. They will be able to access this portal using the same username and password they use to access their institutions\u2019 digital environments. After they\u2019ve submitted their order, the self-tests are delivered to an address of their choosing.<\/p>\n<p>Anyone who doesn\u2019t have a SURF account \u2013 because they are enrolled at a non-public university of applied sciences, for instance \u2013 will receive self-tests through their institution. That means that institutions may reopen well before distribution has started, but this should not be an issue, the Minister writes. \u201cSelf-tests will play a supporting role in this reopening but are not a precondition.\u201d<\/p>\n<p>Not all tests will be delivered by standard mail carriers. The ministry and SURF are \u201csigning contracts with third parties that can organise test distribution\u201d. The Ministry of Health \u2013 which is currently stockpiling self-tests \u2013 will deliver tests to a number of distribution points. Institutions are expected to receive the first batches in the second half of April.<\/p>\n<h2 class=\"wp-block-heading\">Confident<\/h2><p>In total, the operation will cost almost half a billion euros. The money will be taken out of the Ministry of Finance\u2019s \u2018<a href=\"https:\/\/www.delta.tudelft.nl\/article\/minister-voorjaar-naar-de-campus-dankzij-sneltests\">big coronavirus fund<\/a>\u2019. The self-tests are voluntary and should explicitly not be seen as a substitute for the basic Covid rules: students are still expected to maintain social distancing, to stay home if they have symptoms and to regularly wash their hands.<\/p>\n<p>The Minister ends her letter on a positive note: \u201cI am confident that this can be done in a safe manner and appeal to institutions, students and staff to contribute to the improvement of the epidemiological situation through the use of self-tests.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Pilot<\/h2><p>Looking at the results of a recent self-test pilot at Avans University of Applied Sciences, however, the Minister\u2019s appeal might be falling on deaf ears. <a href=\"https:\/\/bron.fontys.nl\/zelftest-voor-studenten-geen-succes-half-miljard-euro-op-het-spel\/\">As it turns out<\/a>, students are not all that eager to use self-tests: in the end, only 30 percent of those who were asked to do so participated in the pilot.<\/p>\n<p>What does that mean for the prospect of higher education returning back to normal, with no social distancing? Chair of the Executive Board of Avans Paul R\u00fcpp has said that students could be asked to show a negative test result or proof of vaccination, <a href=\"https:\/\/punt.avans.nl\/2021\/03\/test-en-prikbewijzen-op-de-campus-mag-je-die-eisen\/\">referring<\/a> to this as \u201ca real possibility\u201d. Professor of Educational Law at Tilburg University, Paul Zoontjens, thinks this is \u201cmore or less inevitable\u201d.<\/p>\n\n\t<div data-name=\"acf\/persons\" class=\"mt-6 md:mt-8 lg:mt-10\"
